简介：在古代的某个县城的衙门里，住着郭台郭县令（郭德纲饰）的父母和妻子一家人。衙门里的于师爷和三个衙役同他们一起生活，并料理衙门的日常事务。郭台作为一县之主，他为人正直，憨厚、不畏权贵仗义执言，敢于为老百姓办事。涉及到百姓的利益，他不怕得罪朝廷命官。郭台为人善良，秉公办事，在审理案件过程中，经常遇到原被告是些家不长理不短的小事，郭台为了调节这些矛盾，凡是遇到这种事情他耐心说服较劲脑汁，费劲心思。俗话说清官难断家务事，郭台为了理清这纷乱的家务事，他使劲了各种不合常理招数，来化解矛盾。因此，还不时的还被当事人误解，被人嘲笑并搭进自已的钱财。郭县令在处理各种案件时也时不时将自已的家庭卷进当事人的矛盾中而不能自拔。为此，处理这种案件中也经常闹出笑话。但是，郭台始终坚持做人的原则，化解矛盾、惩恶扬善，维护正义。                                                                    县衙里的师爷为人圆滑，办案中经常给郭县令出主意，但有些主意却是不怎么聪明的馊主意，经常将郭台领向歧途。于师爷在衙门里也不时的为了自已的利益和郭台动心眼子。衙门里的三个衙役有着不同的性格有的憨厚老实、有的奸猾爱使点心计，他们也不时地为郭老爷制造出不少的麻烦。                                                                    郭台的上司府衙和朝廷的官员们经常以方方面面的原因搅进郭台的办案中来，给郭台添了不少的烦恼，在这纷繁的事物中他为人做事要八面玲珑，巧于应酬，始终维护着他做人做官的清廉公正。郭台的父母和郭台在生活中也有着为人处事的不同的价值观，郭台为了应酬两位老人时常忙的不可开交，两个老人也经常因为生活小事而出现矛盾，郭台既不能向着妈也不能向着爹，俩个老人的矛盾闹大了他们还都互不相让，时常闹到儿子的法庭上来解决。郭台要在俩人中间和稀泥，大事化小，小事化了。郭台解决起衙门的事情虽然得心应手。但是，在两个老人的争吵中却往往束手无策。                                                                    郭台的新婚妻子虎妞是原来衙门里伺候老夫人的丫鬟，她和郭台自由恋爱。老夫人考虑到不门当户对，始终不同意他们俩结婚。但是，因为是郭台铁了心的要娶虎妞为妻，老夫人在万般无奈的情况下也只好同意。但是，老夫人对虎妞和郭台的结合也心有不甘，总是对虎妞挑三拣四，让虎妞要学会做大户人家的媳妇，出门要上得了厅堂，回家要下得了厨房。并给虎妞设立了许多清规戒律，虎妞不习惯被束缚的生活，依旧我行我素，为此和老夫人经常产生着矛盾。郭台为了安抚婆媳之间的矛盾不时做着调节。                                                                    县城里有个乡绅鲍瑜做事霸道，欺压百姓，鲍瑜自恃有钱有势，经常在县里为非作歹，不时有百姓将他告上衙门，有时鲍瑜也恶人先告状主动到衙门状告百姓，郭台总是与他巧周旋，揭露他的丑恶行径与邪恶针锋相对，勇于斗争，毫不留情，全力维护百姓的利益。每次都是以鲍瑜的失败而告终。
